The Joomla CMS system by default has a 'Latest News' module that can be assigned to regions within the template. This module retrieves information from a content category that could be named “Latest News” and displayed the news titles as a list like form.

As this is a default Joomla module the development fee is covered under the setup an installation of the system. The design of the module would be styled by the template CSS style sheet by default.
